Liquid Cooling SystemHow can I tell if my coolant is effective?

I get on my CPU time which is connected to a cooling liquid between 85C - 90C. This is an Intel Core 2 Quad Q9450. Is this normal or is my coolant does not work as well as it should?

its not working, I have a liquid cooling system and my CPU is now 26.3c.

It may not be connected to the right, the temperature is so high.
