Silent Desk Fanlaptop fan is constant?

I have a HP dv9700 Entertainment Notebook and until today I would like to put on saving energy to save the mattress and the fan would go from the laptop and be nice and quiet. Now, however, I do wat ever the fan is always on, the laptop is cold and on a desk, there is no big programs running.
