Give him five minutes. If the CA does not light, check the outdoor unit. You may have a problem with the compressor. If you feel out, open the breaker and examine the OD unit. If it looks OK, close the circuit breaker and return to the T-stat. Remove the front cover, and jump the terminals R and Y. Your CA should illuminate. If not, something is wrong with the outdoor unit. If it lights up, the T-stat may be defective.
If the OD unit does not light, call a pro.
